Every single time I consider taking it to the car wash it starts to rain.

Well if it rains, then you’re automatically taking it to the car wash :p

Is the back end supposed to sit that low, or have you become involved in Brazilian organized crime?

It is sitting a bit lower than it should but the Citroen mechanics found nothing wrong with it.

My merc is in similar shape. Nasty dirty and (sometimes)sitting low at one corner. No ABC lights or anything, but sitting low nonetheless. #hydropnumaticlife

Seems like the anti-sink mechanism for the rear suspension is broken. Usually the suspension should stay in driving position for at least a few weeks, and I know from experience that you can’t adjust the front and rear ride height independently.
Source: My dad used to own a ‘97 Xantia back in the day.
Disclaimer: A bog standard 1.9 Diesel Xantia has the regular Hydropneumatic suspension similar to a BX except for the anti-sink, and not the Hydractive III+ found in the second gen C5, so I am probably completely wrong.

Take your mechanics word with a grain of salt. Citroen suspensions can be cheeky buggers.
